For one call attempt, Ringback can leave the reminder on voicemail. With call retries enabled, Ringback skips voicemail on earlier attempts, stops when a person answers, and leaves the reminder on the final attempt if voicemail answers.

Yes. Voice-call verification and call reminders work without opting in to recurring SMS reminder messages.
